November 8th marks the tenth anniversary of the Animal Welfare Act 2006, which brought in significant new legal responsibilities for pet owners. A report to be published later this month – the PDSA Animal Welfare 2016 report – contains a depressing statistic: 65% – nearly two thirds – of the population are not aware of their legal duties towards the animals in their charge.
